Common information Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Project “Professional Green Skills for Central Asia” (PROGRESS) Vacancy Announcement: Advisor Qualification requirements Qualifications and specialist knowledge University degree in energy engineering, energy systems, environmental sciences, economics, or any similar field with demonstrated relevance to the energy transition; At least 5 years of professional working experience in the energy sector and/or in educational institutions preparing technical specialists in the energy sector; Deep understanding of issues related to sustainable energy and the green economy as well as international industry norms and standards in the energy sector; Knowledge of current and emerging developments and trends in the energy sector across Central Asia; Solid experience in advising partners and implementing capacity development measures; Demonstrated network in the green energy sector in Central Asia; Knowledge of structures and approaches in improving qualifications in the energy sectors is a strong asset; Experience in an international project working environment is an asset; Very good working knowledge of ITC technologies and software such as MS Office; Fluent written and oral knowledge of English and Russian. Knowledge of German or Central Asian national languages is considered an advantage; Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management. Duties Core tasks In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes. In addition, you contribute to the conceptual design of the project, in particular its modification or realignment. You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company. In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. You perform the tasks assigned to you by your line manager, where required. Main activities Translating technological and market developments in the green energy sector into practical recommendations for qualifications in TVET and Higher Education; Liaison with the private sector in the green energy sector, notably with business associations and various relevant enterprises, ranging from well-established companies to newer start-ups; Advising the project stakeholders in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as well as the TVET advisors of the programme on technical aspects in the areas of sustainable energy (renewables, energy efficiency, e-mobility) for the professional trainings and courses; Building up and maintaining good partner relations with all programme stakeholders such Ministries responsible for TVET/Higher Education, Ministries of Labor, Ministri
