Bel Aldy Community Development Project (CDP) Officer, you will play a pivotal role in supporting the success of our organization’s rural development initiatives. Work Area: Toktogul district administration (Jalal-Abad region) Qualification requirements Necessary Knowledge - Community Development: Strong understanding of community development principles and practices. - Rural Development: Experience working in rural areas and familiarity with rural development challenges. - Project implementations: Previous experience in project implementations, including design, and budget assist. - Financial assist: Basic knowledge of financial management and budgeting. - Computer Literacy: Proficiency in using MS Office applications (Word, Excel, PowerPoint) and Google products (Docs, Sheets, Slides). Necessary educational background (related major) - Bachelor's or master's degree in community development, social work, international development, or a related field. Required work experience - Minimum: 2 years of relevant work experience in NGO community development, social work, or a related field. - Experience: Experience working in rural areas and with marginalized communities. Required certificate - Driver's License: [B] [BC] will be positively considered. - Other Certificates: Additional certificates will be positively considered. Extra required capacity - Priority will be given for the candidates with living options in target area. - Cultural Sensitivity: Understanding and appreciation of different cultures and perspectives. - Interpersonal Skills: Excellent communication and interpersonal skills to build relationships with diverse stakeholders. - Flexibility: Willingness to travel within the rural area for project-related activities. - Initiative: Self-motivated and proactive approach to problem-solving. Duties - Support Sectoral CDP projects - Implementing activities in health, education, water & sanitation, advocacy and income-generation—making sure each intervention aligns with community priorities and delivers measurable results. - Assist Budget Planning & Oversight - Help draft, monitor and report on the annual CDP budget—allocating every som transparently and efficiently across all five sectors. - Support & Mentor Field Teams - Guide and support field-based volunteers and sector leads sharing best practices, troubleshooting challenges, and keeping morale high. - Engage Local Stakeholders - Build trusted partnerships with residents, local leaders and NGOs—gathering their insights to co-design sustainable, community-owned initiatives in each sector. - Track Performance & Recommend Innovations - Monitor key indicators across health, education, WASH, advocacy and income-generation; flag emerging issues early and propose creative, practical solutions to keep our programs on track and continuously improving. Common information Background: The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. In 2026, the POiB will continue focusing on strengthening the capacities of the State Customs Service to effectively combat transnational threats through a series of strategic initiatives. Key interventions also include responsible and safe use of Artificial Intelligence (AI) in customs activities. The training courses will bring together customs officers from different states to strengthen their awareness of ethical considerations, privacy safeguards and practical use of AI in customs management and law enforcement contexts. To implement this, the POiB will contract national experts with relevant expertise in digital technologies, AI and cyber security on SSA modality. The experts will conduct theoretical and practical sessions on the safe and effective use of innovative technologies in public administration. The expert overseeing the overall delivery and coordination of the sessions, while also conducting theoretical and practical sessions on the responsible use of AI, digital security, modern phishing methods and ways to recognize them, and the formulation of effective prompts for AI assisted office and administrative work. Also, an expert will focus primarily on the legal aspects of digital security, personal data protection, privacy, and cybersecurity in public administration. The consultants will work in close collaboration to ensure effective delivery of the assignment. Objective of Assignment: Under Act. 2.1 of the UB 5300843 project to organize tailor-made training courses for customs officers on specific professional subjects. Duration of Assignment: Maximum 9 months/180 days Qualification requirements University degree in law, social sciences or a related field; More than 12 years of professional experience in digital technologies, cyber security and AI; Proven ability to conduct training courses on specific subjects related to AI and cyber security; Proven ability to successfully interact and establish working relationships with government officials; Experience in collaborating with international and national experts and institutions; Professional fluency in Russian with excellent communication skills; professional fluency in English would be an asset; both oral and written; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
